Updating Cities XL: An internet mystery

Yesterday, I bought the Cities XL game at a store. I had seen some videos of it on youtube, and it seemed kind of cool, except for the subscription thing, which I just don't want to do.

Installed it properly, registered the product, made a user profile and started her up, but I wouldn't be posting here if something didn't went wrong. After logging in and "retrieving information", the program will attempt to look for updates. But it hesitates, waits, then fails. Sometimes, it does so while messing up something somewhere around the DNS level, which disables my internet for around a minute or so.

I contacted the guys from Cities XL, who said that the failure to connect could be a faulty anti-virus, firewall, proxy, VPN setting, or something else... I am not behind a proxy or VPN, and I had disabled firewall (both windows and router) and my anti virus which didn't change a thing to the fact that the download was failing.

I reported my findings. They double checked their servers, which were running smoothly. I was told that they have had a lot of people who at first think nothing is wrong, but then find out that it was a faulty setting on their part after all... I told them it wasn't helpful and inquired if the update is available elsewhere. Which wasn't the case.

However, there was a possibility to download a more recent version than I had, via their website, which might be able to download to update...

I attempted to download the 3.5 GB file, but it halted/froze, twice, mid flight. (Tried once in Google Chrome, then the second time in Microsoft IE.)

So now I have two question for those of you enlightened minds on here.
1. Can an ISP block access to a service? And if so, what do?
2. Is it possible to download a big file in multiple sessions?

(My OS is windows 7. Cities XL version is 297.)

You could try a download manager, such as Free Download Manager (scan for malware just in case...). They support resume (as long as the server supports it as well).

Ok thanks, will give it a go tomorrow.
