No group is exempt (not even the Amish as a group) from the individual mandate. In fact no group is subject to the individual mandate, which is why it's called the individual mandate. Individuals can be exempted on religious grounds (not only the Amish) or for financial hardship.

The group that contains all Congressmen, Senators, and their staff is exempt.

Suggestion for new amendment to the U.S. Constitution.

"Congress shall make no law that exempts them."

So is every other person whose health insurance is paid for by their employer, whether that employer is the Federal government or a private company.

Why you people keep harping on Congress' exemption as something special, I have no idea.
 
But "exempt" isn't the right word anyway, Cleon.

One wouldn't say a person who already has a driver's license is exempt from the requirement to obtain a driver's license in order to drive. It's more accurate to say he has already fulfilled the requirement. He is not exempt.
