Mmmm... there can always be unintended consequences...
I wonder how long the number would stay in the current range once politicians realized they could 'warehouse' societal problems into exile with the stroke of a pen.

It looks like the hypothetical 'But what if no one will take them?' may to get a real world clarification as it relates to immigration and deportation.

(Jama v. INS, 03-674.) involves whether or not immigration officials can deport someone to a country that has no government to accept them.
