Included in this bill is funding to "Create a National Levee Safety Program, and modernize locks and dams on the upper Mississippi River," get the Everglades restoration projec tmoving with some alactrity, throw 7 billion dollars at New Orleans to restorethe region's wetlands (a major component of a river delta flood control plan, not merely a boon for environmentalists,) and and overhaul of the Army Corps of Engineers.

What makes me particularly happy is this means more money for water management programs nationwide, and the support in both houses is so strong that Bush will be unable to scucessfully veto it, as he has threatened to do.

Its very smart to spend 7 billion on an area that will be underwater anyway in 50 years according to some global warming models.

Which leads to my home in Anaheim becoming lakefront property.

Certainly a lot smarter than taking nine billions dollars in small denomination bills and dumping it into the middle of a war zone without asking for a receipt…

It would be underwater now, much of New Orleans is below sea level.

And look how much effort we are putting into keeping the Mississippi river flowing there when naturally it would no longer be there.

Look anyone can missplace a few hundred tons of cash. I mean who hasn't done that from time to time?

Jim: Tiny mistake, seventy-five thousand pounds ? Give me an example of a big mistake.
Sir Humphrey: Letting people find out about it.
