Included in this bill is funding to "Create a National Levee Safety Program, and modernize locks and dams on the upper Mississippi River," get the Everglades restoration projec tmoving with some alactrity, throw 7 billion dollars at New Orleans to restorethe region's wetlands (a major component of a river delta flood control plan, not merely a boon for environmentalists,) and and overhaul of the Army Corps of Engineers.
What makes me particularly happy is this means more money for water management programs nationwide, and the support in both houses is so strong that Bush will be unable to scucessfully veto it, as he has threatened to do.
