It has a red marker dye in it, otherwise it's the same.
It is used in construction vehicles and any other off road use. For example it's used in generators and boat engines.

A few years back the trolley parking area of the ASDA by my then office was full of empty 5ltr cooking oil bottles, someone obvious decided it was cheaper to go down the 'used chip fat bio diesel' route without waiting for the 'used' bit.
So it is only dyed red in order to give somebody a diesel with less taxes.

The only differences are that it incurs lower tax rates at the pump and a colour dye is added to allow the Revenuers to check for it in vehicle tanks it shouldn't be in.
It's the same grade of diesel as the normal stuff.
Edit, in Ireland the dye is green, unlike most other countries.

It's safer than aggro-diesel, which tends to induce road rage. Good for farming xp, though.

And by the way, number 2 fuel oil, which is essentially the same as diesel except for some additives, is also dyed red. It used to be pretty common for diesel drivers to cheat and buy heating oil. The engine is likely to be harder to start and smokier, but it will go.
