Nope... Maine is well below that line. The only part that's above it for the continental US is that tippy-tip of Minnesota. And that's not even physically land-attached. Except in the winter when the lake freezes and people can drive to that part while staying in the US.

So, he simply threatens Argentina with massive tariffs unless they promise to invest billions on building cow factories in the US.
