At a theater last night I ran into a friend of mine who is half owner of a pool/artificial pond maintiance company (He has a contract with the city of Sacramento to take care of the artifical pools they have in several city parks) and according to him the reflecting pool would not be that hard a fix. A lot of work, yes, but the normal methods of maintanance would work fine. he is amazed at the total incompetnece involved here.
His question is can the reflecting pool be drained, since that would make fixing it a lot easier.

Yes, they drain it on occasion to clean it. Even without the current situation they would need to clean it simply due to bird crap and random bits of trash.
