Ok, lets set aside that Trump is full of crap and his "claims" of someone jailed for "fixing his own car" can be thrown out as some sort of demented fantasy....

Every state has either passed, or is about to pass, some sort of "right to repair" law, dealing with cars, appliances or electronics. And, it should be noted, 'Blue' states are often the first to enact laws:
- 2012 - Mass. was the first state to pass automotive right-to-repair laws
- 2022 - New York passed right to repair laws for Electronics
- 2023 - Colorodo passes first right to repair law for farm equipment
- 2023 - Minn. passes right to repair law for appliances

Even 'red' states have started to pass similar laws, but they are often playing "catch up" to laws passed in other states.

Companies have also taken to chipping' components that don't need them so only authorised parts can be used, in some cases software requiring authorisation means even genuine parts can't just be used , they have to be fitted or at least authorised by an 'official' service or repair centre to tell the software the swapped part is 'OK'. They've then used anti-hacking legislation to criminalise anyone reverse engineering compatible chips or tools to allow owners to turn off software locks. ETA: That might be where he's misunderstanding the 'seven year sentence' part from.

Even when he's on a track I agree with (in this case Right to Repair) he doesn't know what the hell he's talking about and will undoubtedly make it worse. He's probably just going on about to elicit a bribe from manufacturers

So, government subsidies are good now?

If the coal plants in Maryland/Alaska and West Virgina are not economically viable without government support, maybe they shouldn't be built. At least if you are hyper-focused on "saving government money".

Where is DOGE when you need them?

Also hard to overstate how much the USA is hurting itself with this. The 'green shift' is inevitable, like the shift from horses to motorized transport. The first administration of grownups to rule the US will have one heck of a job playing catch-up.

I wonder if this is an option legally. If money is allocated for something by Congress I don't think it's as easy as just using it for something else. I work in small government, but have dealt with my fair share of government grants. Whatever the reason you give to ask for money, that money HAS to be used for that reason. If not you risk serious, serious consequences.

I genuinely don't think it's as easy as he's making it sound.

I'm guessing it'll turn out that they're not viable with government support.
