Trump's mouth. Has it gotten to the point where even you have stopped listening to him?
Per this announcement from the White House the nuclear program in Iran was "obliterated" in 2025 to the point it would take "many, many years" to rebuild.

And then when they were building up to this round Iran was suddenly weeks from having a bomb. Of course that is only one of the three explanations for the war we've had to date.
It's going to be hard to work out what particular form of incompetence led to this.

I'm aware of the claim that the program was destroyed. I'm asking where the claim that they rebuilt it is coming from. It's not coming from that announcement.

Another thing that struck me: Remember when Bush's cronies wanted to invade Iraq and they had to spend a long time building consent for the invasion? Manufacturing 'evidence' of WMDs and everything? Dump didn't need that, he just said they were going to have nukes in aweek and that's all the cult needed.
