Yeah, I'm pretty sure that Congress signed into law that Marijuana is a schedule 1 drug. And only Congress can change that. Which I think is the right thing to do though. It never should have been a schedule 1 drug. This EO doesn't really change anything. It more or less reinforces Biden's actions which was to tell his government to look the other way. I'd be more impressed if he introduced a bill for Congress's approval to reschedule Cannabis.
