People clinging to wreckage are still a legitimate target apparently.

Good luck convincing the judge. They were suspected criminals. Not military. So not a military target. And shooting survivors clinging to the wreckage is murder. Or, if you persuade the judge they were a military target, it's the war crime of murder.
