This appears to be an attempt to spin Trump's illegally keeping secret documents at home as a plot by Obama to get documents back because they fantasize they might be incriminating.

So they're saying Trump illegally kept incriminating documents makes the illegality okay. And that in 2022 the Attorney general was working for an ex-president who left office in 2016.

I can only assume the utter rediculousness serves some kind of function, like the spelling mistakes in a phishing email. Maybe the idea is that by gradually ramping up the rediculousness it reaches the point where no-one can admit how badly they were taken in and so has to continue backing him even once their personal line in the sand has been crossed.

It wasn't a judgement call because of the presence of asbestos. Trump loves asbestos, after all. It's entirely plausible that there was asbestos used in the building, of course, given the relevant building periods.

Either way, this is just more vranyo, as usual. Trump is also not a master builder, by a long shot. A master of baiting people, perhaps.
