This is bluster, surely. Congress has ultimate jurisdiction over DC, and devolves certain powers to the mayor. What the hell crazy circumstances could give Captain Overreach the right to blunder in and say he ran the joint?

Such an effing idiot. They very well may be calling off the hook. That doesn't mean they are, or even can offer meaningful concessions. Or that they have any desire to. It is also just as likely they are fervently seeking other trading partners so they can tell Trump and the USA they don't need us anymore. And in doing so these leaders look strong to their citizens.
