I assume you mean he has backed off the tariffs. Indeed, it was always possible that he was just threatening them as a means of strong-arming other countries into accepting trade terms unilaterally. But now that he has tipped his hand, and now that it's generally known how much the American public does not want a trade war, this will weaken the strategy for future use. Other countries will be more likely to act as if Trump is merely bluffing.It appears that Trump as "temporarily" backed off.
