He started talking about heaven later than that - after he started getting whatever medical treatment is messing up the back of his hand, which he disguises with cosmetics. I think he's had doctors tell him he has something life-limiting, probably the early stage of some form of dementia, and it's got to him.
 
Markwayne Mullin won over 60% of the vote in his most recent election in Oklahoma. He could be in the US Senate the rest of his life in all likelihood. Why would he give that up for DHS?

Maybe Schitler told him there won't be any more elections, so he'll have the job a long time. Or maybe he's had internal polling done in Oklahoma, and the state is getting bluer every day.

Most likely though, is that he's just an idiot.

He thinks he's going to be president? Maybe he sees a wave coming? Perhaps Trump's special pets get a place in the bunker when civilization collapses? He reaaalllyy gets off on the idea of brutalizing brown folks?

Yep. She threw Trump under the bus by telling the truth, for a change. Only on that one thing, but that's all it takes.
