The draft of Horowitz's report into the child separation policy confirms that the separation of parents from their children was intentional, and it was hoped it would serve as a deterrent

Also revealed in the report is that the focus on prosecuting misdemeanour immigration charges (coming directly from Trump) led to a lack of resources to prosecute more serious crimes, including allowing for the release of sex offenders, and that the Justice Department viewed the welfare of the children as someone else's responsibility.
