I thought that was part of the job description for Mayor of Toronto.

Ya we decided that the British colonial experiment of drawing borders that include two or more opposed factions should be repeated here - and then created a megacity that pit the core against the "donut", so now we are stuck with a political unit with two implacably opposed polities who have different needs, different political bents, different cultures...
