You'd have problems before that even... You'd have to set off the charges faster than the debris could fall and potentially damage them (directly, or by severing the primer cord), otherwise things really go wrong...
Not really, You would only need explosives on one level to get the upper portion moving, once its moving nothing is going to stop it. Remember in CD the explosives are only there to get the building moving, not to break it apart. Gravity does most of the work, just like what happened at the WTC, once the building was moving, it wasn't stopping til it hit the ground.
