So did Marjory Stoneman Douglas Highschool and Fort Hood. Their effectiveness is severely limited by their proximity to the shooting when it starts.

Today: "THIS IS WHAT HAPPENS WHEN MAXINE TELLS LIBERALS TO HASSLE ADMINISTRATION OFFICIALS AT RESTAURANTS! REALLY, MAXINE?"
 
CNN: They believe the suspect had some interaction with an executive at the newspaper previously, one of the sources said. The source cautioned that this is preliminary information, and the investigation is just beginning.

The shooting location is actually close to 2 miles from the Naval Academy. And I wouldn't think that the guards at the gates would be allowed to leave their posts, so I don't think that the presence of the academy would have much of an impact. That Annapolis is the state capitol undoubtedly means a larger police presence than is typical of a city of Annapolis' size, however.

BTW, that proximity to a military academy is a red herring.

It appears the article that the shooter had such a problem with is one that reported on his misdemeanor conviction for chronically harassing a woman who failed to respond correctly to his unwanted attention. An angry misogynist, rather than a Trump-inspired terrorist.

His defamation suit against the newspaper had been dismissed by the judge because the paper's article was "substantially accurate".
