It was decreasing in parallel with "tough on crime" initiatives of all sorts.
As police budgets were increasing, through local control- and federal assistance.
I think surveillance cameras had more to do with it, but I can't prove that.
I think, though, that there is one category other than rape that is increasing in number. That category is "mass shootings". I could be wrong about that, though. It may be that they just get more media coverage today.
