I think status imbalance is more general. Bullying advertises the superior status of the bully vis-a-vis the victim.

It's worth reading, but "declared war on" is as hackneyed as "on steroids" and should be consigned to the same bin. Hostility towards, for instance, still has rhetorical life in it.
