His schtick was that he was one of the few Hillbillies who made something of himself, which gives him the cred to **** on all the others for not pulling themselves up on their bootstraps like he did.
His solution to the problems of Hillbillies is to cut their social security and healthcare to give them "an incentive to work and not do drugs".

Vance is claiming that the "Haitians eating pets" has not been disproved. That people are calling him and telling him this is happening. What he doesn't say is that none of them are first hand accounts. It's always "Someone told me" and "I heard".
