A decade or 2 I might have agreed with you... Sometimes thing happen that are outside direct control of the administration (Sometimes its due to foreign events, sometimes its the result of work that started long before the administration too over, etc.) and bragging about such things gives a false sense of responsibility.It's not wrong at all.
