Although, it seems the original plan was to crash a bus into the WTC. Groening was clearly either on smack, or watching too many Keanu Reeves' titles.

Looking more closely at that pic, I think we can see that the evil Groening's diabolical plan was to drive a bus AWAY from the WTC.

Actually he was planning on reversing the bus into the towers. Anyone watching would have thought (as you did) that the bus was driving away from the towers. Thus he would have retained the element of surprise (if only he hadn't broadcasted his intentions on the Simpsons first).
