Scaling models is something quite routine in engineering, I'd be surprised if they had not accounted for it. I wouldn't be surprised to find some caveat to the effect of, "..........but not with materials available at the time,

The article says it would work with the materials available at the time.

Also, it appears to be designed by taking a section of a circle as the arch,

The article describes the shape of the arch as more complex than that and it describes how it was arrived at.
