So what form does the resistance take?

In the case of Joan Baez and Bruce Springsteen, that would be the 60s and 70s, but yes, in some respects they were awesome – and still are.
For Bruce Springsteen I think it's fairer to say that he started in the 70's and just never stopped, especially with Born in the USA being one of the iconic albums of the 80's
 
It's not as if Joan Baez just vanished, but her popularity waned considerably in the Reagan '80s, but her commitment to the resistance has been pretty consistent.
It's a pity she didn't join in on Bette Midler's version of Woody Guthrie's All You Fascists Bound to Lose.
