A closer inspection would reveal that this is not true. The immigration laws deal with all nationalities outside the EU. Far from all foreigners come from "non-white" countries, e.g.:

Iceland: 6,039
Norway: 10,597
Russia: 2,836
USA: 4,435

All of these countries are also included in the legislation.

You can't make a blanket statement that everyone in the 18th century was racist; I know of at least one person who was demonstrably not racist. You could make a case for the majority, though.
