The difference is that the government is acknowledging the fact that their people "crossed the line" and are not only stating that such actions were wrong - but investigating and prosecuting when there is evidence to charge.
Again - the government and the police and military organisations are not marching in the streets and celebrating the vicious murderers and rapists and their terrorist acts.
Well, the investigating and prosecuting may not always have been conducted as thouroughly as possible

The incident mentioned in the R.N. article (1997, Garvaghy road) is very believable, as police and army brutality on that day was quite shocking for people not used to that. I was there. From 3:30 in the morning until the end.
I´m not defending killing civilians, but I understand why catholics supported the IRA/Provos, because the RUC they couldn´t go to if they had problems.
