Yes, they do alter tactics. In the Navy Yard case the shooter went straight for the uniformed and openly armed security/police first - an easily identifiable threat to him and easily taken out with the element of surprise. Not so easy to identify which plainclothes person is carrying a concealed weapon.

I don't encourage anyone to arm themselves, it's a personal choice. Just like I don't advocate for strangers to get abortions, or what car to drive, or how to dress themselves.

I think gun-free zones are feel-good do-nothing symbolic gestures that don't do anything to reduce mass killings.

Gun free zones are a choice as well. If you dont feel safe being in a gun free zone you can go elsewhere to where there are lots of people with guns keeping each other safe.

It doesn't bother me that I am not allowed to carry in a courthouse. In fact, I am quite ok with that. Plus, I know there's plenty of officers not only at the entrance, but in the courtrooms themselves, but in the halls, the offices, and elsewhere in the courthouse. I'm in agreement that leaving guns out of courthouses is wise. They can be very emotional places, and distraught family, or friends of the accused, or whatever, can be very unpredictable. It's a wise move. Just making a point as to that is a place I cannot carry, but would need to go. Sorry, I wasn't clear.

Not a lame duck yet. Second term presidents do not have to worry about re-election either. He is still going to stick somewhat to the party line as to not totally jeopardize the Dems chances in 2016.

The FBI report suggests his condition began around 3 months before the shooting; it was my impression that he'd already gotten his clearance by that time.

Since this shooter had a secret clearance and was not PRP, the background check consisted of a criminal check, a records check to verify his identity and probably a credit check. I doubt that any reference interviews were even required. When you get to TS and TS/SCI clearances is when they really do a comprehensive investigation about who you are. This also applies to people who participate in the Personnel Reliability Program - which are basically people who deal with bombs, aircraft and certain command sequences.

Any of the events such as the firearm incidents or especially the ELF delusions would have placed an administrative hold on a TS and above and would have forfeited PRP status.

Unless it's has changed very recently PRP applies to folks who are closely involved with Nukes or Nuclear Command and Control procedures. I always thought that any standoff system was PRP though there's a lot of blending there. I was on the "certain command sequences" side of the equation so cannot speak authoritatively on the ordnance folks.
