I think they sat down and bowed their heads so they could duck the pepperspray. Getting closer might have been necessary to avoid merely dusting heads with pepper. The stuff is useless to the target's eyes are shielded.
Useless unless it gets directly in the eyes?

Sorry, I still think they were trying to avoid the spray's effects. I don't know much about the stuff, despite carrying a purse-sized version, and I don't imagine most college students know any more. Is everyone an expert like you?
 
Did someone "lose an eye" from the force of the spray? Did anyone have eye damage beyond the temporary harm it is designed for?

If not, that they used the wrong can seems mighty weak as a complaint.

Just because the worst didn't happen this time, doesn't mean that it was either legal or authorized for them to do it this time.

There's a reason why they don't categorize pepper spray as 'non-lethal' any more.
