As 332nd pointed out, the first quoted item describes the
mechanism for the second quoted item. But because you are so gullible and so willing to promote idiot conspiracy "theories", you assumed they were somehow contradictory. They're not.
Makes sense that the true purpose of HAARP would be hidden behind a cover story... "a large radio transmitter and antenna, and for radio contact with submarines.."
It's not a cover story; communication research was one of the stated primary purposes for HAARP, why the military funded it in the first place, and what the
actual research supports.
Why would they want their adversaries (and taxpayers) to know they plan to control the ionosphere?
"Control the ionosphere" is obviously hyperbole to anyone with at least a basic understanding of the subject. HAARP was never capable of controlling the ionosphere; it can affect the local behavior of it by injecting RF energy into a relatively small patch of it over the transmitter. Just the daily
variation in the Sun's energy input into the ionosphere dwarfs the energy HAARP is able to inject.
Any of the civilian researchers, including the college students who did summer work there, could have told you that, but you're too lazy and credulous to learn anything about it before respouting other crackpot's drivel for them.
Not surprising that an Air Force HAARP scientist would spill the beans while answering budget related questions for senators.
You're claiming that this man would just casually spill the beans about this super-secret project in an open hearing. That is ridiculous.

(1) You have no idea what you're talking about - you don't even understand the basic nature of what HAARP is
supposed to do, but you're willingly swallowing and regurgitating conspiracist YouTube drivel, while
(2) supposing that a military officer will casually reveal the supposed true nature of this super-secret project in an open hearing, and
(3) constructing his clearly hyperbolic statement absolutely literally so as to imply total control of the entire ionosphere, while simultaneously
(4) off-handedly dismissing all the detailed technical information that describes exactly what HAARP
does actually do, even though you're not even dimly aware of the scope of that information, and you're too ignorant of the subject to understand it if you were.
So, are you really this eagerly gullible, or are you just trolling?
