There is a reason why the challenge requires applicants to express their claim in only a couple of paragraphs. In very general terms, those who are unable to do so are usually unsure of what their claim actually is, or have no real claim to begin with. It is an effort to force them to organise their thoughts, which, for some, might lead to the realisation that their claim is spurious, or untestable.
Those who are unable to organise their thoughts enough to state their claim concisely are unlikely to ever see a protocol negotiation through to a conclusion.
