How strange that Rob says "very few" which would indicate there must be some that he knows of, but he cannot offer one example of a win.
Also that quote kind of implies if you show the right amount of dedication and pass the test, next time you will probably win.
And again Rob can offer no examples of a win at the second attempt.
My belief is Rob made that up.
 
Did he tell Lance that people don't win the first time before conning $800 out of him I wonder?

I was reading that thread earlier, someone may like to point out to Rob that the government has never claimed it can govern Rob Menard without his consent.

It doesn't need to because he as an individual doesn't actually matter.

When you get a loan from the Bank, you are the lender and the Bank is the borrower. That money that appears in your account is money the Bank owes you. How can this be? It's because when the Bank or its lawyers communicate with you, they refer to the loan as "your" loan and this means that you did the lending.
