Huh? Are you suggesting a rule against scientific imagination? Theories are quite often put forward before there is much evidence to support them. The trick is to keep working.
Not to be pedantic, but hypotheses are often put forward with little evidence.

In this day and age, it's very important that we get our terminology right. Hopefully it will rub off on others.

My bad. It's confusing that hypotheses are tentative theories and also that testable hypotheses are derived from theories.
