The Pope can make a lot of opinions which also add to the tradition, but only a few are infallible ones. Off the top of my head, there have only been two since it's been formally instituted in 1870 (?), the one being that the pope can be infallible, and the other about the immaculate conception of Mary. And another handful of previous papal announcements have been back-interpreted as being infallible. Councils can make infallible pronouncements too in the RCC, but nothing has been added since the formative councils in the 3-7th centuries. And neither can really go against Scripture. There are only a few religions that have any pathways to add to existing cannon. Judaism doesn't. The books are closed. Catholicism can have papal pronouncements but that doesn't seem to happen often.
And that has been used to amend the rules. While the idea of "ongoing revelation" may seem nice, why did God (and/or the Prophet) first tell that blacks are subhuman, and later tell they're really as human as whites? Really, that makes the claim that God's reveleations are something special quite silly.Mormons believe that the president of the Church speaks directly to God.
