I just spent an amusing few minutes trying to track this down. FEMA says they don't own any such barges but there are a couple of NBC TV reports saying such barges were to be used to accommodate hurricane survivors; including an interview with a woman who was very upset to be offered floating refuge as she was not a fish.

If such torture ships actually existed, I can think of a large number of possible candidates for incarceration . . . . and the Internet would be a lot quieter.
