And every year congress voted billions for missile defense and did nothing to bolster defense against the attacks they were warned were far more serious threats (security experts don't make the kind of campaign contributions defense contractors do).
Post 9/11, Congress has pointed fingers at the security and law enforcement agencies, but, not surprisingly, they haven't discussed their own lack of direction or funding to those agencies...
