How true. We were spending billions on missile defense. Every year, while debating appropriations for missile defense, security experts testified before congress that missile attack was the least likely threat and that an attack would most likely come from ships, planes, or trucks. And every year congress voted billions for missile defense and did nothing to bolster defense against the attacks they were warned were far more serious threats (security experts don't make the kind of campaign contributions defense contractors do).
Post 9/11, Congress has pointed fingers at the security and law enforcement agencies, but, not surprisingly, they haven't discussed their own lack of direction or funding to those agencies...
