Okay, having seen the video, I agree this is BS. He's looking to his right apparently because it's planned for him to help the girl to the right of him step down. The gal who's booty he's supposedly checking out is either parallel to him or in front of him, which means he's not getting the view of her caboose that we are.

Not that it would bother me either way even on the info that she's 16; there's no crime in looking.

This is why I could never be a diplomat or elected official. I would be caught staring at hot tush hourly. Possibly with saliva at the corner of my mouth.
 
This reminds me of the Seinfeld episode, where George's staring at a 15 year old's cleveage nearly ruins the pilot deal with NBC.

In that case, it was Denise Richards, so completely forgiveable as well!

Sorry, Jackie O was never hot to me, although I'm not quite old enough to remember her in office, being born three years later.

Carla Bruni, though, I'm pretty sure I still have some effin' saved! pictures of her from 10 years ago buried on hard drives from several computers ago.
