They did more than that. They issued a 155-page monograph on 9/11 terrorist financing.The 9/11 Commission Report talks about Al Qaeda funding from pp169-72; there's more specific info on the hijackers in Chapter 7. So far as I can tell, they never say funding is of little importance.
