Not into the clouds because AFAIK any hydrocarbon that isn’t already a gas will be heavier then air when it evaporates. Like the unburnt gas from our cars this vapor will break down in sunlight.

in low-income neighborhoods around here, its because most of the cars there leak oil and other fluids which mix with the rain and looks just like that video

Thanks to those leaky cars, asphalt roads don't need to be periodically resealed, the leaking oil does that automatically.

Need a certain amount of traffic obviously.

And at the same time, those leaky cars don't do a thing about all those darned plants growing in the driveways, parking lots, and on the sides of freeways if maintenance isn't perfect at all times! Stubborn little planet!

around my area we have a lot of nature preserves, and yet nature refuses to stay confined to them
