Official terrorism

How is this "official terrorism?" Do you have some information that the city was behind the vandalism?

And honestly, since when does vandalism start being called terrorism?
 
The publication of an address.
The "problem" with linking this publication to the subsequent defacements.
These lead to a reluctance to make one's opposition to official doctrine known.
It's called "intimidation".
