I work for a health insurance company. After the insurance mandates went into effect, my employer hired 100s of employees (developers, testers, managers, HR, CSRs, security consultants, DBAs, network engineers, marketing, graphics designers, HR, account managers, report writers, etc), including myself, to implement the federal regulations and support enrollments through the health care exchanges.
Surprisingly, even after the bulk of regulations were implemented, we've never had a layoff and we keep hiring more people. Through the exchanges, we were also able to roll some of the smaller hospitals and urgent care clinics into our network.
Thanks, Obama!
