Have you been paying any attention to what actually happens in the interactions and discourse between Congress and the President in recent years? So HUD will sue the real estate developers and require that they build low income housing and designate this to minorities.

Its like saying - you have to build houses for minorities or you will be fined millions of dollars.

ETA: I heard that interview as well and I cringed. Another at a Trump rally in NC said, "He says things no one else does. For example he will build a wall on the border." He knows how to pander to the base.

I don't use that idiom myself, because it's likely to be misinterpreted, but I don't think it has a racist origin.

Whether or not the speaker had a racist intent is hard to know.

It is not racist by original intent, but has come to have racist connotations by unfortunate and unintended lexicographic association. And the best irony of all is that the original intent of "calling a spade a spade," and the use to which it was put up through the end of the 19th century, was to label as provincial and witless anyone who couldn't think of a better word to call a spade, than "spade." Fits Trump to a tee, if you ask me.
 
Slightly off topic, but I'm reminded of Russell Baker (I think it was, anyway) who remarked on Richard Nixon that he was a man who called a spade a manual excavation implement.
