Looks they lied about scientists' support for a 6 month deep-water drilling ban.

The Interior Department's IG says the White House edited a drilling safety report in a way that made it falsely appear that scientists and experts supported the administration's six-month ban on new drilling.

The IG says the editing changes resulted "in the implication that the moratorium recommendation had been peer reviewed." But it hadn't been. The scientists were only asked to review new safety measures for offshore drilling.

Looking at the article, it's written to say that the admin downplayed the damage caused by the oil spill, but over reached on preventing future spills by imposing the moratorium.

So, who exactly is doing what? Looks to me like the whole debacle is a cluster of something.
