Just to illustrate my point, here's an image I've created which shows the radar sites feeding Indianapolis ARTCC and their radar coverage at 35,000ft, in relation to the flight path of AA77.
Flight path of AA77 is derived from the FDR.
Red circles represent extent of secondary-only coverage. Blue circles represent extend of primary and secondary coverage.
Harmony, WV is about 60mi from the point where AA77 was hijacked.
