I cannot vouch for the source, but this is supposedly a leaked early draft from the FEC closed door meeting on the subject:

It is a pdf file (obviously).
As I read it, they are considering treating websites as "contributions" to a campaign if they post opoinions helping that campaign -- making the political speech on those sites regulated under the FEC.
They appear to be backing off of that position.
A final draft should be out fairly soon.
