what is the 2 hour rule?

Grassley mention of 2 hour rule refers to Senate rule that does not allow any Committee business to continue 2 hours after the Senate floor session begins.

That is right. He has asked that the Senate delay voting for a week and have the FBI conduct an investigation. But there's nothing binding about it.

All he has is the power to vote "no" on confirmation.

That's probably enough, though.

Paragraph 5(a) of Senate Rule XXVI, sometimes referred to as the “two-hour rule,” restricts the times that most Senate committees and subcommittees can meet when the full Senate is in session.

Why exactly do people think the timing is 'odd'?

You're talking about a confirmation process that lasts only a few short months (for an appointment that could last decades). They didn't start having hearings until early September, and at the time members of the senate committee had to deal with a huge last minute data dump of documents, so they had more than enough to keep them busy.

So you have a short time frame and a massive amount of other data (which may or may not have been relevant but still needs to be reviewed). That some issue (such as Kavanaugh's rapey ways) doesn't get noticed until later shouldn't be that surprising.

I'm of the opinion that Congress probably doesn't owe the President an explanation for anything ever. If anything, the constitutional obligation to explain stuff flows the other direction.

The President has to report to Congress on the state of the Union. Presidential appointees have to justify their nomination to Congress. Etc.

Good for him.
I'd say hold off on the whole 'good for him' until we see what the result is.

If the white house and/or Grassley says "no FBI investigation", we may see Flake turn around and vote to confirm anyways, with a big "Well I tried" We should only say "good for him" if he either manages to force an investigation, or he votes against confirmation if the white house says no.

The fact that he voted him out of committee is not a good sign.

I can think of another potential reason, at the very least: wanting said partner to be entirely one's.

I doubt the partner matters much. What would matter in evolutionary terms is ensuring you only spend resources to support your own offspring. A virgin can’t be pregnant so resources you direct towards them can’t be “wasted” on someone else’s offspring.
 
What I don’t understand is why the GOP is so willing to die on Kavanaugh hill. Bush II filled the judiciary with a bunch of reactionary wingnuts like Kavanaugh and Gorsuch. It’s not like they don’t have a bunch of other judges who hate American workers, put corporations over a livable world, and will vote to make fertile women property of the state. Pick one that doesn’t have a sketchy, rapey past and move on…

Though our species could be seen as somewhat monogamous, so having a dedicated partner would seem desirable.
 
I imagine the GOP is digging in because while unlikely that the Democrats take both the House and the Senate in Nov, it is possible. Add to that a Democratic win in 2020 and their dream of forcing pregnant teenagers to say the Lord's Prayer in school while stoning their gay classmates disappears.

The letter was hand delivered to Feinstein in July.
The person asked to remain anonymous.

Her identity was revealed or "leaked" after all interviews with Kavanaugh and the vote to confirm was set to go forward.

You don't find that timing odd ?
