I will disagree with you on that. "It" existed (as a coalition at least) as soon as all thirteen colonies signed it. What remained in regard the assertion, or supression, of rights was for the King and his government to unmake it. They tried, and failed ...Maybe, but I have to wonder, legal standing for who? The US didn't even exist until several years after the DoI was signed.
