Actually not true. If the visa rules in existence at the time had been observed, the visas would not have been granted. They weren't observed so the visas were granted by the USA but I would not characterized that as being "legal."

Also, some (not sure how many) visas had expired by 911 so even if they got in legally they were HERE illegally.

I also suspect they would have lied about thier reason for visiting? but you never know......
